United Nations prosecutors said Monday that Kenya had not done enough to assist in arresting a senior suspect in the 1994 Rwandan genocide. Rwanda and a United Nations tribunal have called for the arrest of Félicien Kabuga, who is accused of being the primary financier of the genocide in which some 800,000 people were killed, and is reported to be hiding in Nairobi, Kenya’s capital. A spokesman for the tribunal, Roland Amoussouga, called for greater cooperation.
